This gets Wasm CI running again, but it does so via
swift run carton bundleinstead ofswift builddirectly. This isn't ideal because we aren't actually running tests and it builds NIO which isn't really necessary. Hopefully someday we can figure out how to get Wasm to build and test directly instead of going throughcarton.
