Describe the PR

This PRs updates a couple of pages:

  • IDE Plugins are now in a separate page
  • Added a couple of VS Code plugins
  • IDE Plugins are updated, there is a section with old plugins for IDE that no longer exist... There is also a status column, which shows a bit how maintained the plugins are
  • Added Code Climate and SonarQube
  • Added Alibaba's PMD ruleset to 3rd party rulesets
  • Add some articles to our list of news around PMD

Note: Better use the rich diff view for viewing the markdown files - especially the table in IDE Plugins.
