Fix a Couple of Bugs and Add Debug Info to Plugin Tabs

Changes Made:

• Added math and inline math to several areas that code was being ignored to make sure it too was being ignored (Bug: Don't lint inside mathjax expressions... #558 )
• Added a couple of configs to eslint ignore
• Added a couple more eslint rules to help avoid unexpected results in a couple of scenarios
• Updated bug report template for new debug tab
• Added a fix for multiple wiki links in a row being considered a table by the table regex by ignoring links and wiki links and added some test for it (Bug: empty-line-around-tables Erroneously Recognizing Wiki Links on the Same Line as Tables #559 )
• Updated packages that were out of date that were used in the plugin
• Added logic in the logger to help out with timing info and knowing how the Linter handled running last time it linted a file
• Made it so that table ignoring happens last for performance reasons (Code block formatting takes a long time to execute? #550)
