Storages: log version of records if enabled

What problem does this PR solve?

Issue Number: ref #8864

What is changed and how it works?

• If dt_log_record_version is true, log the version column of the block in DeltaMergeStore::write.
  • This is to help observe if there are any transaction data that have not been written in a timely manner.
  • It is disabled by default.
• Add rows of segment snapshot in log.
