  1. Create database test1
  2. Create table test1.t1 and insert some rows into the table.
  3. Create 100 databases.
  4. backup.
  5. restore.

2. What did you expect to see? (Required)

no rewrite step.

3. What did you see instead (Required)

rewrite the key in the download stage.

4. What is your TiDB version? (Required)

master, release-7.5, release-7.1, release-6.5
