Skips over some additional characters when encoding to align with the WHATWG URL specification. Specially, we no longer encode
\,^, and|. Additionally,$and#already have no behavior inencodeURIso I've expanded the inverted match to skip over them, which makes it a bit easier for me to think about as everything matched byENCODE_CHARS_REGEXPshould be encoded.
