MenuItem shouldn't set Command Enabled when validating #2123

When validating the MenuItem from a Command, it should not set back the Command.Enabled property to this value.

When validating the MenuItem from a Command, it should not set back the Command.Enabled property to this value.
Also, added MenuItem.PerformValidate() to perform validation on an item manually.
