Describe the bug

Clean arch installation in virtual environment via pip and wheel fails:

To Reproduce

Install latest version on any arch system using the pip release

Expected behavior

Installation is OK

I'm assuming it's a bug with setuptools

Duplicate #7836. Please downgrade the pip version to < 24.0
