This PR re-adds the Stellar overlay config for the Frankfurt node and bumps the config parameters of all files to the latest state.
It also updates the Foucoco metadata scale file to the latest version.
The connection issues described in #367 are not critical. Once the overlay connection times out, the connection is retried and re-established successfully.
