Occasionally there are things that are necessary in development that you do not want to, or cannot, include in a built application.
There are several ways one could omit that sort of thing, but this simple addition to your module would allow someone to use deafeaturing to flag things that need to be left out of builds.
We specifically need this to allow us to omit certain test parameters that we use when running tests locally vs when we run tests during CI.
