Namespacing config and enable path configuration

This enables custom path configuration across the board for:

• patternlab files directory
• patterns directory
• data directory

Additionally, it will look to see if the config.json has a patternlab property and load the config from there, enabling simple namespacing while sharing the config with any additional application config you've built up around it for other tools.

Thanks for the pull request. Always awesome to see initiative and interest in the project.

• Per the CONTRIBUTING.MD please point all PR's to dev branch. https://github.com/pattern-lab/patternlab-node/blob/master/CONTRIBUTING.md
• This will break any unit tests that have the config structure...
• I'd rather see us do something similar to Namespacing config settings and beefing them up? #192 (comment) so the config.json isn't unnecessarily nested. Thoughts?

This PR has become stale and been superseded by other work. Thanks for the thoughtfulness and desire to add to the project - I hope you do so again in the future!
