I had to change this to match the behavior of the RpcExtensionBuilder trait to be called more than once ^^

I have a hunch that we don't actually need this. Afaict it is only used in two places, once in polkadot and once in cumulus.
In the spirit of being a drop-in replacement of jsonrpc I think we should merge this, but it could be that we'd be better off without it.
