[CMSP-995] Notices for low max age values in Page Cache Options #268

Adding the current -dev target that is in readme.md should get search-replace'd by release-pr action https://github.com/pantheon-systems/plugin-release-actions/blob/main/release-pr/release-pr.sh (although that should not be 100% trusted)... back in testing I at least intended that |

one question noted in-line.
I think it would be appropriate to note in the changelog or upgrade notice the changes in default behavior that were applied elsewhere (mu plugin) either linking to the mu or pantheon changelog.
it's actually implied by the fact that is_ignored is checked

This PR adds a new interface for admin-related things that specifically hook into the options page created by the MU plugin.
Since the MU plugin is a dependency, it adds checks for the MU plugin, as well as the version in the
PANTHEON_MU_PLUGIN_VERSION
constant to be sure that it's affecting the right things. If the MU plugin is not found, anotice is displayed in the admin.
If the MU plugin is found to be an older version than the max age changes added in 1.4.0, a notice is shown to update.
Ultimately, this PR is to add a notice that says that the default max-age is too low if it is lower than 1 week. A notice is not shown if no
default_ttl
option value exists (was never set, therefore using the default version in the MU plugin) or if the value is exactly600
