Logging System overhaul

The logging system was one of the very first things built into POCS (when I was just learning Python!) and could use a review and update. This Issue should serve as an overview Issue.

• Consider Logbook. Not really suitable for a library.
• Simplify logging system Logging & Import Updates #123 .
• Ability to upload logs (automatically) to google server.
• logrotate instructions during setup (or part of docker - Cleanup log files POCS#321). Logging & Import Updates #123 set up daily log rotations. It did not set up a retention policy although ideally that will be short and they will just be uploaded to google instead.

The upload ability isn't critical for v0.2.0 and should be moved to v1.0.0 or beyond. The other issues are POCS specific. Closing this meta issue.
