Breaking Changes

Docker and panoptes-utils split.

Most of the items that were formerly in pocs/utils have been split into a separate repository so this milestone will involve that transition. Along with the split of the utilities is a transition to a Docker based install of the entire system. This incorporates some other changes as well, for instance the flask-based config-server, the messaging hub, etc.
