Adds statik tool for development and debugging

Summary

You can run the included statik tool to determine what is being stored in statik files. This can be helpful to compare against what is in the files for other versions, like when git is detecting a change but that's unexpected.

Use Cases

Comparing the contents of statik files vs actual files or between two different branches.
