Batch actions for Accept and Decline in Shared with me

Description

• Share actions "Accept" and "Decline" implemented as batch actions
• Delete batch action for shares removed

Motivation and Context

Usability improvement: consistency in representation with other actions on files; possibility to apply action to all shares at the same time

How Has This Been Tested?

• test case 1: together with Divide "Shared with me" view into pending, accepted and declined sections #5177
• test case 2:in current master branch: selecting pending&accepted shows "Decline", pending&declined shows "Accept", only pending shows both
