Description
This PR merges similar scenarios together which were split due to certain issues, but now the skip tags were already removed.
Motivation and Context
There were more than one scenario present for similar scenarios because of some issues in the past. The skip tags relating to those issues where removed some times ago but still those scenarios where not merged together, which creates confusion.
