Tags: Already applied tags are suggested in autosuggest menu

Steps to reproduce

1. Apply the tags Hello and World to a resource
2. Focus the Tag form again
3. Applied tags "Hello" and "World" are suggested in autosuggest menu

Expected behaviour

If a Tags is already applied to a resource, it should not be suggested in the autosuggest drop menu. (as it can't be applied again - makes no sense)

Actual behaviour

Already applied tags are suggested in autosuggest menu

Same issue appeared within the group assignment for user (in Administration Settings > Users)
