[tests-only] Tag scenario for issue-ocis-3023 so we can skip it #39711

Description

apiWebdavMove1/moveFolder.feature:98 hangs when running on oCIS or reva. We need to be able to skip the scenario, until after the problem is fixed. This PR adds a tag to the scenario. When we bump the commit id in oCIS and reva, we can skip the tag.
