Need info about backgroundjob.php

Can someone provides me some documentation about this class and how to use it or some example?

Is this class intended as a way to file some jobs to be excecuted also when user is offline, i.e. downloading or uploading a very large file somewhere?

If I understand well, background jobs can be registered by apps to be run by cron.php.
