ci: format: switch to mlugg/setup-zig

found during working on #11492

goto-bus-stop/setup-zig is deprecated by the maintainer and no longer recommended. mlugg/setup-zig is now preferred and has multiple improvements.

this will additionally fix a warning thats raised in actions during runs

The following actions uses Node.js version which is deprecated and will be forced to run on node20: goto-bus-stop/setup-zig@c7b6cdd. For more info: https://github.blog/changelog/2024-03-07-github-actions-all-actions-will-run-on-node20-instead-of-node16-by-default/
