Drop support for Fedora 39

Fedora 39 is EOL since 2024-11-26.


Remove all instances of Fedora 39 from tests and docs

This is not at all necessary, tests are self contained and mentions in
documentation are only illustrative, but it's nice to keep these
up-to-date and in line with the current state.
