[mdns] remove mDNS from the commissioner library to CLI App. #51

This issue proposes remove current mDNS discovery from the commissioner library.

The commissioner library is designed to be used for mobile Apps (Android & iOS), and they have better native mDNS/DNS service implementation. The functionalities of the commissioner library are not dependent on the mDNS service at all, so it may be better to remove it.
We still provide border agent discovery functionality for the CLI App.
