CI - Add vip_data file

Add a vip_data file for use in CI jobs. The OVB CI uses 10.0.0.5 as a fixed-ip for the external VIP. Related: blueprint network-data-v2-ports Change-Id: I3c1f446417e5b718e9b3f0d1ea67d52d12a17e2b (cherry picked from commit 1925e85)
