這隻 PR 將 Admin 整合到 Dispatcher 裡面，如此下游的 Dispatcher 可以確保收到“完整"的 ClusterInfo，如此之後各個成本都可以統一面對 Replica

@qoo332001 麻煩看一下這隻PR，主要目的是讓 cost function 的介面(都用ClusterInfo)都可以統一，這樣你接下來設計各種成本時就可以讓 partition cost, broker cost, cluster cost 等等共享邏輯
