overlay/usr/lib/tmpfiles.d/etc.conf: remove /etc/resolv.conf symlink

Fedora 33 creates /etc/resolv.conf pointing to systemd-resolved file. OKD OS should avoid creating it, so that /etc/resolv.conf is managed by NM
