Add ImagePolicyList and ClusterImagePolicyList to scheme known types

#1457 did not add ImagePolicyList and ClusterImagePolicyList to scheme known types, led to error no kind "ClusterImagePolicyList" is registered for version "config.openshift.io/v1alpha1" in scheme.
