[Question] Verify whether opensearch-build repo support 1 BE plugin 2 zips

Due to the notifications BE plugin requires 2 zips to be installed, we need to verify whether the build recorder would record both zips during build workflow for notifications, as well as installing both during the assemble workflow.

In our current setup each BE plugin only has 1 zip.

The assemble workflow use the build manifest after build workflow to install the plugin.

The build manifests must include both zips during build_workflow and install both during assemble_workflow.
