Upgrade BWC version to 2.19

Description

Bump one version up for BWC tests workflow after 2.18 got released and next 2.x has updated to 2.19.
For 2.x it will be a separate PR as these changes cannot be backported "as is".

# Cherry-pick the merged commit of this pull request and resolve the conflicts
git cherry-pick -x --mainline 1 011990700bc26bf19a67c5ec06699032c1c5636f
# Push it to GitHub
git push --set-upstream origin backport/backport-980-to-2.x
# Go back to the original working tree
cd ../..
# Delete the working tree
git worktree remove .worktrees/backport-2.x

Then, create a pull request where the base branch is 2.x and the compare/head branch is backport/backport-980-to-2.x.
