This PR should be AUTO closed as with the new change with the version increment should only update the package.json and opensearch_dashboards.json files, the reason it was not closed because the bootstrap itself failed with error

@anirudha @joshuali925 Can you provide an update? It looks like the tests are failing on this PR and need your help to resolve it as soon as possible.

This will open up again as the plugin-helper will parse for formatting too and open a PR with the change.
