Is your feature request related to a problem? Please describe.

There has been an uptick of issues related to chromedriver not being available. Chromedriver is a dependency of puppeteer which a library OpenSearch Dashboards uses for testing purposes I believe.

Describe the solution you'd like

Create a reference https://github.com/opensearch-project/OpenSearch-Dashboards/blob/main/DEVELOPER_GUIDE.md about needing chromedriver installed locally.

@AMoo-Miki @kavilla Is this still relevant after #2990? Now that we've automated the version selection, do we just need a small doc entry about it for local development?
