Updating docker file base to bookworm #2890

This PR updates the version of Debian used in the Dockerfile from bulls eye to bookworm. With the new OS it is now also necessary to pip install into virtual environments instead of the system python. So I've added a virtual python env.

Fixes # (issue)
not an openmc issue but having python 3.11 instead of python 3.9 on the docker image would help me elsewhere
