I recently discovered that TENDL 2019 has some erroneous data (mentioned as point 7 here) that results in missing decay rates for delayed neutrons. Right now, if you use TENDL 2019 data and have certain fissionable isotopes present, you might get some HDF5 errors at the time cross sections are loaded. This PR implements a check for this condition and gives a warning message instead.
