Successfully built on the first make call! Although the API links don't work, but I think that's just because it's a local build. Used an environment from a month or so ago.
A few things that did not show up in the diff here:

there's one or a few
quacpacthat should be double-`-ed (shows up as italics) -
Was Drop temporary_directory/temporary_cd for tempfile #595 reverted? It's still listed in API-breaking changes

There's a mangled reference to
ValidatedDictthat should be easy to search for -
Most of the
Bugfixessection links to issues. Is this intentional?

Since our RTD builds aren't connecting API links, we probably don't need to round those out this time. I've made some minor edits to previous releasenotes, and added a migration guide and summary section at the top.
Happy to take feedback. Will unilaterally merge around 2 PM Pacific Sunday.
