[Spike] Remove unused order state 'Resumed'

What we should change and why (this is tech debt)

This spike is to explore removing Order State = 'Resumed'
While there are occurrences of orders with state = 'Resumed' in the DBs this is a meaningless state to OFN. Please change these orders to state 'complete'.

Context

Spree contained a number of order states that we don't actually need in our flow. On occasion we see orders with these order states and all kinds of weird buggy behaviour ensues.

Impact and timeline

This is a timeboxed spike at 1hr. Please spend no more than 1 hr and report back on how complex it might be to remove the state.
If you find that you can actually complete the task of removing within an hour then feel free to do that.
