Update pylintrc to using edx_lint generated version #125

Currently I am unable to update pylintrc to the generated version defined in edx_lint because it was previously manually edited.

@Jawayria work should be done to upgrade pylintrc properly and resolve the errors that happen because of the upgrade.

temp: update URL in pylintrc manually

pylintrc should _only_ be updated via edx_lint command, but this
pylintrc file has previously been edited manually and using the
proper command causes errors. This should be a temp commit and
prioritize doing it properly.
