This will run all the python unit tests by default if a fork has not configured parallelism with more than 1 container. I'm testing on my fork now to make sure that Circle does not time out.

Note that by default now the quality commands will NOT be run.

Tests ran in a single container in 1:08:09. See https://circleci.com/gh/jzoldak/edx-platform/90
There was 1 test failure, @nedbat and I knew about it already (test_add_resource - in openedx.tests.xblock_integration.test_recommender.TestRecommenderCreateFromEmpty).
I will enter a separate JIRA ticket in for that.

I also tested that when running on my fork configured for 4 containers it does distribute the tests across the containers as configured.
