get_all_manifests.sh: switch rolling branches to release tags

Use refs from the latest v2.23.1 release.
Use latest v0.45.0 for feast, it's not part of v2.23.1 release

This is supposed to fix unexpected breakage of e2e gating test on components updates.

Components updates should come explicitly.
