LibPKI OQS (v1.0.0 0 OQS-OSSL-1.1.1x)

Compilation scripts for LibPKI with support for OQS-OpenSSL-1.1.1x. This is the latest release to support this architecture because OpenSSL-1.1.1x is at the End-of-Life and no new versions of OQS will be released against that branch of OpenSSL. Next releases will focus on supporting OpenSSL 3.x and the oca-oqsprovider (clone of oqsprovider that also implements hash-n-sign).
