.cirrus.yml: rm FIXME from rootless fs on CentOS 7

I tried to fix it, but it looks like older CentOS 7 kernel is the ultimate reason why it doesn't work. So, remove FIXME and add some explanation. Signed-off-by: Kir Kolyshkin <[email protected]>
