Is your feature request related to a problem? Please describe.
Sometimes we need to pass the $ symbol in the config to the underlying component without env var substitution. As an example, see issue with Prometheus receiver #1077.

Currently the only workaround is to define an environment variable containing $ symbol, which is pretty hacky.

Describe the solution you'd like
Support a mechanism for escaping $ character in the config, preventing collector from env var substitution.
