[receiver/sqlserverreceiver] Add named instance support

Description:
This PR adds support for collecting metrics from a named instance SQL Server. To collect metrics from a SQL Server with an instance name, the Performance Data Helper(PDH) requires the computer named followed by the instance name in the form of \\ComputerName\MSSQL$InstanceName:Object\Counter. Since ComputerName and InstanceName may be useful, they are added as optional resource attributes.

This scraper was tested against on a named instance while developing.
