[pkg/ottl] Add NewStatements to each context

Description:
Continuation of #18187

Adds a NewStatements function to OTTL and context-specific version for each context. Update transformprocessor to use the new Statements struct. Update routingprocessor to use ParseStatement instead of ParseStatements.

Future PRs:

• Add an Eval function to the Statements struct and update the filterprocessor to use Statements.
• Update processors that use OTTL to allow configuring error mode.

If this PR is too large I think it can be split into smaller PRs.
