Description: As according to the https://github.com/open-telemetry/opentelemetry-collector-contrib/tree/main/receiver/postgresqlreceiver#transition-schedule, in v0.60.0 the postgresqlreceiver is supposed to emit resource attributes by default. This PR accomplishes setting that feature gate to the default.
