[exporter/tanzuobservability] Deprecate Tanzu Observability (Wavefron…

…t) Exporter (#25904)

The Tanzu Observability (Wavefront) Proxy has support for ingesting
traces and metrics via OTLP, so the vendor specific exporter is no
longer needed. This PR adds a deprecation message.
