chore: get rid of deprecated feature flag

Persistent grades are now enabled everywhere and cannot be disabled. As a consequence the PERSISTENT_GRADES_ENABLED_FOR_ALL_TESTS setting does not exist anymore. (cherry picked from commit f7aa668)
