Next steps towards plugin based upload handler #175

What this PR does / why we need it:

It provides a plugin based blob handler implementation
the Blob handler interface is extended to incorporate the artifact type
To support context specific additional registrations
- the context builder mode is extended to support extended mode
- the config option handling is extended to to deal with incremental extension, also.
