Weird. Can you narrow it down to which package change causes the error?

All packages updated now, with a couple of exceptions:

• Poison: version 4.0 appears to be missing required functions to work with phoenix (Poison.encode_to_iodata!/1 missing in 4.x  devinus/poison#172)
• sqlite_ecto2 pins the patch version of ecto, not sure why (created Patch version of ecto is pinned elixir-sqlite/sqlite_ecto2#223).
• Phoenix 1.3 expects cowboy 1.x, so the plug_cowboy dep is on 1.x until phoenix is upgraded to 1.4.
