doc fix up hard URL references with in-page target

Tweak the script that fixes hard URL references to documentation in
other opea-project repos when the url also includes an in-page target
(e.g., https://github.com/opea-project/GenAIInfra/tree/main/helm-charts/chatqna#target)
